Organizational Support

Dear Agency,

The City of Kinston has broad authority to set aside a portion of its annual operating budget to fund projects or programs by non-profit organizations that support the following public purposes:  

  • Arts & Culture 
  • City Wide Community Enhancement 
  • Economic Development 
  • Human Services 


These monies must be expended by these private entities only on projects, services, or activities that the City of Kinston could have supported directly. If the City of Kinston has statutory authority to finance a particular program, service, or activity, then it may give public monies to a private entity to fund that program, service, or activity. The City of Kinston may not grant public monies to any private entity, including a nonprofit agency or other community or civic organization, if the monies ultimately will be spent on a program, service, or activity that the City of Kinston does not have statutory authority to fund directly.

Upon approval of the City of Kinston’s annual budget that is adopted July 1 by the City Council and if an amount has been appropriated for Organizational Support, entities may then complete the Grant Application Form for submission.

The Grant Application and forms will be made available once the fiscal year budget has been approved and the due date for the Grant Application for that fiscal year will be determined.

The due date for submitting Grant Applications and forms is February 1, 2025, by 5pm.

Who May Apply/Eligibility Requirements

Grants are only available to agencies with 501(c)(3) tax-exempt status from the Internal Revenue Service.  Agencies applying for Organization Support Appropriation must also meet the following requirements:

  •  Existed for at least three years 
  • Based or a physical location in the City of Kinston
  • Governed by a Board of Directors that meet at least quarterly
