Major Russell began his career as a Law Enforcement officer working as a police officer with the Kinston Police Department in May 1998. During his career, Major Russell has advanced his way through the ranks working in numerous divisions within the agency and was promoted to the rank of Major in July 2021.

Education
Major Russell is a graduate of the University of Mount Olive and holds a bachelor’s degree in Business Administration: Management and Organizational Development. Major Russell received his Intermediate Law Enforcement Certificate in 2003 and his Advanced Law Enforcement Certificate in 2008. Major Russell has attended numerous Supervision, Leadership and Management courses during his career and currently holds a General Law Enforcement Instructor Certification. Major Russell received his Advanced Gang Specialist Certificate in 2021 and was a 2023 recipient of the FBI-LEEDA Trilogy Award.
